No, not a smart watch, this one's got a Swiss quartz movement inside.
It's a standard dial which has been sealed to be isolated from the movement and then filled with oil to give the appearance of more depth, which is enhanced by the curved sapphire crystal. The bubble is a feature and meant to be there and will move around the dial as you move.
The red hand is the GMT hand and works in conjunction with the internal rotating bezel for the 2nd time zone which is controlled by one of the crowns on the left. The other crown is to adjust normal hour and minutes.
Beautiful watch and a very appropriate setting😉
