You might try loosening it by a notch and then wearing it over the wrist bone. That may help it to wear a little looser but not go sliding up your arm when you raise your hands.
Looks like you're going as tight as you're able to go on that strap, so like others have said, switch it for something smaller or a different fastening method like a Nato or marine nationale or a softer leather

go leather or nato strap and toss the plastic one.

My Red Wings hurt like hell for awhile but now I wouldn't trade them for a million bucks.
I had the same problem with a Seiko rubber strap that had an oversized buckle and a metal keeper and loosening it by one hole didn't help.
Changing the strap solved it.
File and sand paper it down, just as I'm doing right now to edges in my bracelet...
Get a new strap. Most straps on any new watch I get is replaced sooner than later.
