The only way I can seem to do it is in a partially lit room, would be cool to get some darker pics but they seem to pixelate and wash out. This is probably the best shot I've managed to get.

I your using a decent camera then tripod and high-ish iso, same for phone if you can adjust iso. A UV flashlight works wonders as well and pretty cheap. Not sure if its the best way but worth a try.
As @weedge says a uv flashlight gives a cool effect. These we’re taken with a cheap uv light from Amazon and my iPhone.
The watch needs to be in deep shadow, even if the phone isn’t.
I've used a camera on a tripod for these. I charge the lume (if applicable) with a uv light.
Or these on my wrist with just the phone.
For the phone I just try to hold as still as possible. In either case I like a dark room or indirect light.
The trick to taking lume shots is to use a long exposure. I took all these on my iphone and set the exposure to 3seconds.
A tripod helps but isn’t necessar. I just grab a stack of books or a shoebox to make sure it’s nice and steady.
It also helps if you use the delayed timer so you don’t accidentally bump it when pressing ‘click’.
A UV light also helps to light things up really quick, but if you don’t have one of those a strong torch will do the trick too.
@AussieWatchGuy has the right of it. If I’m night shooting it’s long exposure so I hold my breath and quiet my heart rate and use timer so no button push needed.
In this manner I can do it without a tripod or bracing
