I'll go out on a limb and say that, besides using a yardstick or tape measure instead of a higher precision metrology tool, they are measuring incorrectly as well, by which I theorize they are including the crown, and inexplicably measuring the outside of the lugs. Dummies. Manufacturer almost always lists this stuff, so at least just copy their (not necessarily correct) specs.
