Being a watch enthusiast, I am ashamed to say that I have literally no concept of how much I should spend on:
Like, I know myself well enough to know that if its below $1000, I'm not going to think about it much at all, so I threw out a number that felt like it covered all the bases and kinda want to see what folks come up with!
I was going to post the Omega but these guys are Jonny on the spot!! Grand Seiko has a 37mm that's just killer, just tad bigger then you were thinking but check it out. Rolex OP, without the fluff wouldn't be a bad choice.
I really liked the Ebel so it sucks that you can't swap the strap!

Rolex is the obvious choice but a long history of buying automatic watches for my wife that she stops wearing because they're dead stops me from going down that path.
I was looking through the Omega site and was genuinely surprised as to how few two tone quartz watches there were below 35mm. Maybe my wife is out of step with modern female watch fashion but it feels like there should be greater choice.

There's a part of me that wants that Genta for me.
What about a German watch by Sinn? It meets all your requirements and it comes well under your price range.
Price in AUD is $2410 and the fine link bracelet is excellent, it's the same build quality as the one I have for my 556 👍
Or another is a Tutima, it's not a two tone watch but these are quite unique and different from your everyday run of the mill ladies watches you see, another great quality German brand 💯

Ok - so Breitling fanboy here recommending a Breitling but in my defence I'll say these are watches my daughters absolutely love. I think they hit all your marks (perhaps after you lean on the AD for a discount) and while quartz ARE still chronometer grade thermo-compensated super quartz so watch geek cred absolute intact.
People forget that while mostly chronographs - Breitling makes some smaller three hander chronomats also - there's steel with a couple of dials and a not terrible looking two tone option.

This isn't the first time I've tried this exercise.
A couple years ago, I bought her a 34mm Rolex OP as her "sports" watch. She wore it, put it down after a week and on seeing that it had stopped, decided to wear another watch instead to save the hassle of setting it. She never wore it again. I'd like to avoid that again if I could.
A smaller sized datejust is literally the perfect complement to her already dress watch leaning collection. The automatic movement just means she won't use it.

Okay this one I think is interesting and very new (just released): the Bvlgari Bvglari Ladies watch
I think it’s pretty badass looking; and very complimentary to her Cartier. Is it a sport watch or a dress watch? Yes.
