If you're looking for a quartz dive watch for under $200, I agree the Casio Duro is a good bet.
There are also a lot of Citizen Promaster Dive eco-drive watches (solar quartz) that can often be bought on sale around or a little less than $200 (list is $375). I think the Pepsi variant on a rubber strap is on a President's Day Jomashop sale for less than $200 (BN0168-06L).
I think it might be hard for Seiko quartz dive watch under $200 as their affordable dive style watches are more the Seiko 5 line which are all automatic and the rest of Seiko has seemingly moved upmarket. I have the Seiko 5KX and it's a fun affordable watch (but my bezel is misaligned pretty badly).
