The center "cities" wheel is the hour hand. So Beijing, for example, will slowly travel around the dial over 12 hours. The bigger hand is the minute hand, and the smaller/thinner hand is the second hand.

Looks like the thin red line two hours away from Beijing (between 8 and 9) is at Dhaka/Chicago. The other thin line between 11 and 12 is Tokyo.
