Early 1970s Dongfeng (East Wind) from Tianjin Watch Factory
This has a very colourful dial, and I initially wondered if it wasn't a re-dial, but I was re-assured when I visited the private Tianjin Watch and Clock Collectors Association museum in 2013, and saw a very similar blue version in their display of Dongfeng pieces (see the photo provided of part of that display).
As usual with Dongfeng, the 21.6000 bph ST5 movement is not striped. Also, as noted elsewhere, Dongfeng was re-branded in the mid 70s to Sea-Gull for export purposes, and the name stuck for most future Tianjin watches.
As noted elsewhere, the case back tool is a Tianjin factory tool, and not common--but very handy.
